A Fort Collins that Works for Everyone

I believe a great city isn’t built from the top down—it’s built by YOU.
Fort Collins is shaped by the people who live, work, teach, serve, and dream here.
Everyone in Fort Collins deserves a future where opportunity thrives, sustainability guides us, and life is truly livable.
That’s why I’m running for Mayor — to ensure Fort Collins remains a place where families can succeed, workers can thrive, small businesses can grow, and no one is left behind.
Together, we succeed. If you believe in that vision, I’d be honored to have your support — whether by donating, volunteering, or spreading the word.
A Fort Collins That Works For Everyone
A Healthy City Plan for Fort Collins
My vision is simple: Fort Collins should be a Healthy City—one where opportunity, livability, and sustainability work together to make life better for everyone.
This vision is grounded in five pillars:

Responsible Spending &
A Strong Economy
- Audit city programs to cut waste and focus spending where it benefits the most people.
- Streamline permitting and licensing to help small businesses grow and thrive.
- Prioritize local procurement to keep tax dollars supporting Fort Collins businesses. Encourage new businesses that can thrive in Fort Collins.

Affordable Living for
Working Families
- Support a land use code that provides for flexibility in housing types so people can enter the housing market.
- Streamline development process and right size impact fees for projects to ensure attainable housing.
- Support homeownership through down-payment assistance and first-time buyer program loans.

Sensible, Sustainable Growth
- Focus new development near transit corridors to reduce congestion.
- Invest in infrastructure—roads, water, energy—that keeps pace with growth.
- Protect natural areas and open spaces while guiding growth into appropriate zones.

Engaged Citizens, Effective Government
- Hold regular listening sessions to hear directly from residents.
- Increase transparency with easy-to-understand budget dashboards.
- Create a one-stop city service hub to simplify access for residents, builders, and businesses.

Safe & Secure Communities
- Ensure well-supported police, fire, and first responders.
- Strengthen partnerships with neighborhoods, schools, and nonprofits to build trust.
- Invest in everyday safety—lighting, crosswalks, and safe routes to schools.
What people are saying about Shirley

I’ve decided not to seek or accept endorsements in this campaign. It’s not because I don’t value the many voices in our community—I do. But I believe elected leaders should listen to everyone, not just a few.
Endorsements can sometimes create unnecessary division or pressure. I want people to feel free to support whoever they believe is right for the job, without politics getting in the way.
My focus is on Fort Collins—not parties, not platforms, and not special interests. I want to earn your trust by showing up, listening well, and working hard for this community I love.
Instead of endorsements, I will be posting positive quotes people have said or are saying about me, my leadership, and my campaign. Thanks!
“Hi Shirley, Nancy and I want to thank you for all your efforts while on city council to get a traffic light at Triangle and 287. We now have a much safer intersection for the many people using it who live in Ridgewood Hills. Great work!!!!”
— Dick DeCook-community member

“Shirley leads with her heart and listens with purpose. As a small business owner, I’ve seen how much she genuinely cares about our community—she shows up, she asks thoughtful questions, and she makes sure every voice is heard. She’s a great ally and champion for all and truly takes the time to listen, learn and take action on important issues. She understands that when businesses succeed the entire community benefits.”
— Lauren Storeby, Good Vibes VenturesAs a local business owner, I believe Fort Collins needs leadership that champions small businesses and understands the vital role we play in building a thriving community. Shirley Peel is that leader. She listens, seeks common ground, and brings people together to create practical solutions. I’m supporting Shirley because I know she’ll work to bridge the gap between business and local government, so we can continue to create meaningful impact and ensure Fort Collins remains a place where people prosper.
— Tom Hall at Way Point Real EstateShirley, we members of the North Fort Collins Business Association greatly appreciate your involvement with us.
— Katie LautzenheiserShirley’s proven leadership as a City Council member for District 4 from 2021 to 2024 shows her commitment to Fort Collins’ values of affordability, responsible growth, and inclusive community engagement. Her balanced approach ensures families thrive, businesses flourish, and every voice is heard. She addresses the housing crisis with streamlined regulations and a practical Land Use Code, supports safe, efficient transportation through the Transportation Master Plan and Vision Zero, and emphasizes fiscal responsibility to keep the city affordable without losing its vibrant character. With a genuine connection to residents, she listens attentively, acts decisively, and envisions a thriving, inclusive Fort Collins where no one is left behind. I am confident Shirley Peel’s experience, integrity, and forward-thinking leadership make her the ideal choice for Mayor, and I urge you to rank her first in the November 4, 2025, election.
